President’s Letter - Lake Village Homeowners Association

May 23, 2011

Lake Village Homeowners

The final Board of Directors Meeting of the 2010-2011 year, and the 2011 Annual Members Meeting were held Saturday May 21.  This year we were pleased to be able to gain use of a meeting room in the Douglas County Building where the Lake Tahoe Visitors Center is located.  The room was quite comfortable, met our needs nicely, and was a more satisfactory facility overall than the prior Whittell High School gym location.

Attendance was fairly typical for a year when there are no controversial issues being presented.  We had somewhat over 50 homeowners present, and had a total of 115 units represented by proxies.  All voting at the Annual Meeting was done by proxy in order to completely satisfy the NRS 116 requirement for election record keeping.

A key item of business at the Annual Members Meeting was the election of four members to fill two-year Board of Directors terms.  Current Director Andy Chisari was “termed out”, having served two consecutive terms.  Current Directors Owen Carter, Diane Lusich, and Randy Reed ran for election to a second term.  Additionally, Rick Smith and Richard Nice, both of whom have previously been Directors were candidates for election to a new term.  The secret ballot election determined that Owen Carter, Diane Lusich, Rick Smith, and Randy Reed were selected for new two year terms.  They will join continuing Board Members Hardy Nielsen, Ed Warren, and Bruce Steger to form your Board for the next year.  The new group of Board Members conducted secret ballot elections to select Board Officers and the following individuals were elected:

President                        Owen Carter

          Vice President                Hardy Nielsen

          Treasurer                        Ed Warren

          Secretary                        Bruce Steger

In the one remaining elected position, Hardy Nielsen was elected as Architectural Committee Chair.

This Board is a very experienced (all members have previously served as Board Members) and should serve the Association well.  Nevertheless, I personally believe it desirable that each Board should have some Members who have not previously served in order to bring new and fresh ideas to the management of the Association.  We have many talented individuals with diverse experiences and backgrounds in our membership group.  I am sorry that we seem to be unable to entice more of those individuals to volunteer as committee members or serve on our Board, and would encourage all of you to participate where you can.

Two “Guest Presentations” were made to the members.  The first presentation was made by Anna Terry, representing Angel Touch Day Spa, our new neighbor in the rental building at the Lake Village entrance.  Anna indicated Angel Touch was very happy in its new location, and pleased with the support they have received from Lake Village and its residents and staff.  She invited all Lake Village residents and visitors to try their services, and offered residents an introductory discount of 10% on all spa services.  Anna indicated she would add any Lake Village residents who wished to her “Featured Specials” email list.  Should you desire to be included, notify the Association office and your address will be provided to Angel Touch Day Spa.

The second presentation was made by Lily Grove, Lake Village homeowner and our Stockdale Insurance Agency representative.  She was accompanied by Cynthia Wright from CIBA, our current insurance carrier.  Cynthia complimented the Association on having a “claims free” policy year, and indicated that favorable experience had resulted in CIBA’s being able to reduce our coverage cost by 5%.  She reviewed our policy coverage, and made suggestions as to how we could continue our favorable experience.

Art Warrell, our General Manager, reviewed many of the activities which will occur in the coming weeks.  The summer painting program has already started, and will continue until all scheduled units have been painted.  During this week the seal-coating and restriping of roads scheduled for this year will occur, and Kingsbury General Improvement District, our water supplier, will begin installing remote read water meters throughout Lake Village.  The latter project is likely to continue for at least the next month.

Late in the meeting Andy Chisari requested five minutes to speak to the members.  Andy is leaving the Board for the second time in the past ten years, but has served the Association in many capacities over that period  …as Board President, EIP Chair, Board Member, Legal Chair, and in various other ways.  Andy stated that it was “easy” to be of service to our community, and that while others said it was difficult, he always found when reviewing what was accomplished, that it had been relatively easy.  He suggested that the most difficult part was planning the projects, but accomplishing them was always easy.  He encouraged all members to contribute and become involved in any way they found comfortable, and stressed that by doing so we can continue to maintain a community of which we can all be proud.  At the end of his comments, Andy was given a round of applause from all present in appreciation for his service.

As is customary, on Saturday evening following the Board and Annual Members meetings, our Social Committee, chaired by Diane Lusich, coordinated a casual members pot-luck dinner at the Clubhouse.  This year’s dinner topped last year’s successful event. Once again, the 50 or more people who attended enjoyed a great dinner, made new friends, had much conversation, and many sat around chatting with their neighbors until 9 PM or later.  It was an evening enjoyed by all who attended.  I encourage as many of you as possible to attend next year.

Regular Board meetings are scheduled the 3rd Saturday of every other month, starting in May with the Annual Members Meeting and Board Meeting.  Members are both welcome and encouraged to attend Board meetings.  I would point out that the months of May, July, and September are particularly delightful times to visit Tahoe, and suggest that scheduling your visit to allow you to sit in on a Board meeting would give you a new insight into the workings of your Association.  Of course, you are also welcome to visit the office at any time.

This informal letter is not an official communication of the Association — those are accomplished by Minutes and other Notices.  Rather it is simply a quick communication to give you a feel for what is going on.  I will continue to send such a letter following each of the regularly scheduled Board meetings.  Please feel free to contact me with any comments or suggestions.  Have a great summer!
